The roles and responsibilities that they are expected to perform are as follows:

1) As client’s representative on site; to review and extend concurrences to EPC/QPs’ design, drawings, calculation of detailed design.
2) Examine and approve EPC Contractors’ quality assurance procedures (QAP) and inspection and testing plans (ITP).
3) Ensure all EPC Contractors establish and maintain a comprehensive HSE plan.
4) Ensure site safety and prepare safe work procedure with Safety personnel.
5) Ensure EPC Contractors obtain the necessary permits / licenses / approvals / consents from the relevant authorities.
6) Ensure works are carried out by the contractors are in accordance with the project specifications, construction drawings and Building Control Act and Regulations
7) Oversee and monitor, intervene on all technical interfaces between contractors and third-party system including the Government Agencies’ systems.
8) Nominated site staffs to provide full time site monitoring on erection, testing and commissioning activities of all Contractors including interface activities with other parties such as any Government Agency.
9) Review and monitor the overall Project schedule as submitted by EPC consortium and adopted accordingly.
10)Supervision of Construction Works shall include the installation of all civil, structural, and building works, including mechanical and electrical works in relation to building works. And any item which may be required to supervise construction and installation work.
11)Highlight and provide internal evaluation, assessment, and recommendation on acceptance/rejection and handling of variation requests raised by EPC.
12)Maintain and provide records and documentation the management of all Project correspondence, the formation of a “Project Data File” and handover the consolidated document as part of the completion of our I-PMT services.
13)Ensure the smooth completion of the project within schedule and budget.
14)You may be required from time to time, to be off site to carry out inspection during their off-site fabrication and witness of testing.
15)Perform any other duties as assigned.
Competency Requirements:

  • Attended and passed the examination in the WSQ Supervise Workplace Safety
    and Health in Process Plant (Previously known as Oil/Petrochemical Industry
    Safety Course for Supervisor (OPISCS) conducted by WDA-ATP or similar,
    equivalent external course.
  • Attended and passed the examination in Risk Management Course from MOM
    accredited training provider (ATP).
  • Attended and passed the examination in “In-house training” course such as :
    • PTW Procedure
    • Hot Work
    • Lifting
    • Excavation
    • Radiography
    • Working at Height
    • Confined Space
    • Life Saving Rule (LSR)
    • Lock Out Tag Out (LOTO)
    • Safety Induction Course
  • Ensure completion of relevant documents required to support the PTW (Permit To Work) application.
  • Review and update the MSRA and other documents required for the PTW
  • Liaise with relevant Operations and Maintenance or other departments to obtain
    clearance and necessary preparation for the execution of works.

Requirements (M&E Discipline)

  • Degree in Mechanical/ Electrical Engineering, or its equivalent (*Senior Site
  • Diploma in Mechanical/ Electrical Engineering, or its equivalent (*Junior Site
  • Registered as Resident Technical Officer (M&E) accredited by IES
  • Minimum 5 years of relevant experience in the power plant/construction
